What are Pittsburgh Public Records?

Under Pennsylvania's Right to Know Law, Pittsburgh public records include all data or information with details of transactions or official business used by a government agency to carry out its functions. According to the Right to Know Law, these records include photos, documents, papers, audio or video files, and any other file created, maintained, or preserved by a government entity, regardless of its form. The Right to Know Law presumes that all records are public except otherwise stated by law or by a court order. Under the law, the agency may deny a request for a record not considered public. However, it must defend its decision by providing the requestor with a court order or the relevant statute authorizing the denial. Note that Pennsylvania law affords record custodians broad discretion in determining the disclosure of requested records. Custodians may not grant access to records with information that:

  • May cause an agency to lose state or federal funds
  • May result in physical harm to any person
  • Could threaten or jeopardize public safety or preparedness
  • Is classified under state or federal military authority
  • Could threaten the safety of physical infrastructure of a building, facility, resource, or any information storage system
  • May cause a computer security breach
  • Discloses a person's medical, disability, psychological or psychiatric status
  • Discloses personal identification information including phone number, email address, driver's license number, social security number, spouse's name, etc.
  • Contain autopsy records excluding the name of the decedent and the cause or manner of death.

Pittsburgh Crime Statistics

The Pittsburgh Bureau of Police (PBP) provides information on criminal activity within the city. The PBP publishes annual reports detailing crime statistics for violent crimes and property crimes committed in Pittsburgh. The annual reports also break down the information into crimes by neighborhood. In 2019, the PBP reported 1,565 violent crimes, 7,946 property crimes, and 15,276 other crimes, including forgery, fraud, vandalism, disorderly conduct, and other incidents. The PBP recorded a total of 24,787 in 2019.

The report also shows 795 cases of aggravated assault and 37 murders, the most and least common violent crimes respectively. Theft was the most common property crime with 5,909 cases and arson was the least, with 96 cases. Of all Pittsburgh neighborhoods, the Central Business had a total of 1,996 crimes, the highest crime rate by neighborhood in the city.

Are Pittsburgh Criminal Records Public?

Under Pennsylvania law, there is no restriction to persons who may access an individual's criminal history record information. However, the law provides exemptions on the information members of the public may obtain. Pittsburgh residents may not receive records on arrests, indictments, or other related incidents if:

  • The date of arrest was at least three years ago
  • There was no conviction
  • There are no pending proceedings seeking a conviction

Pittsburgh criminal records are obtainable online via the Pennsylvania Access to Criminal History (PATCH) platform. Each request costs a non-refundable fee of $22, payable via a credit card or by billing an existing account. Persons who require notarized copies of criminal records must send a completed SP4-164 form and a money order for $27. This includes the search fee and an additional $5 notary charge. How to Obtain Pittsburgh Police Reports and Arrest Records

The Pittsburgh Bureau of Police entertains requests for public Pittsburgh reports, including police reports, through its Central Records and Reporting Unit (CRRU). Pittsburgh police reports are available to all requestors by mail and in person, at $15 per copy, payable only via money order or check. To apply by mail, send a written request for the desired report, including the type of incident and a report number. How to Find Sex Offender Information in Pittsburgh

Through its Megan's Law Website, the Pennsylvania State Police (PSP) maintains records of all registered sex offenders in the city of Pittsburgh and other parts of the state. Interested persons may use the offender search tab and select the city search to find sex offenders in Pittsburgh. The result produces a list of sex offenders in the city, including a full name, date of registration, primary offense, date of birth, a photograph, and physical descriptors. Searchers may further sort the list by last name, first name, and year of birth.

Alternatively, search through the online database by county, municipality, zip code, and mile radius. Residents may also search the database for non-compliant offenders, sexually violent predators, and transient offenders.

How to Find Pittsburgh Inmate Records

The Pennsylvania Department of Corrections (PADOC) provides access to records of inmates held at the Allegheny County Jail. Through its inmate locator, anyone may search the PADOC's online database by the inmate's first, last, and middle names, inmate number, parole number, gender, race/ethnicity, and date of birth. The requestor may also select Allegheny from the committing county and choose Pittsburgh as the inmate's current location. The inmate locator also allows Pittsburgh residents to find parolees.

How Do I Visit an inmate in the Allegheny County Jail?

Only approved visitors on the inmate's visitation list may visit inmates at the Allegheny County Jail. To obtain approval, register at the jail lobby. Registration requires visiting the jail with a state-issued ID such as a driver's license, government-issued ID card, or US passport.

Visitors must be registered at the lobby at least 15 minutes before the scheduled visitation time. Each visitor must be at least 18 years old. Persons under the age of 18 may only visit in the company of a parent, grandparent, or legal guardian. Once approved, registered visitors must schedule a visit at least two days before the proposed visitation date. However, visitors may not schedule visits more than seven days in advance. Inmates may receive visitors every day, according to the Allegheny County Jail's visiting schedule. To schedule a visit, call (855) 208-7349. Visitors are advised to call (412) 350-2000 for current information as visiting schedules may be subject to cancellation or change.

A visit may not last more than one hour. Any person interested in visiting more than one inmate in a day must present a reason for the visit and receive approval from the deputy warden or a designee. Note that inmates in the general population are restricted to one visit per day and two visits per week. Inmates held in disciplinary housing are only allowed one visit per week. Inmates may receive a maximum of three visitors per visit. The following persons are not allowed to visit:

  • A person under probation or parole supervision
  • A former or current employee (including contract employees) of the Allegheny County Jail
  • A victim of the inmate
  • An ex-inmate without pre-authorization from the warden or deputy warden, within one year of the person's release

All visitors must adhere to the Allegheny County Jail's Dress Code.

Court Records

Pittsburgh court records are available from the courts that sit in the city. In Pittsburgh, the court system features the Allegheny County Court of Common Pleas, Magisterial District Court, and the Pittsburgh Municipal Court. The Court of Common Pleas is the highest in the city, with general jurisdiction over all criminal and civil cases, and all matters beyond the jurisdiction of other courts. The court hears criminal cases and civil cases without financial limits. The Court of Common Pleas also hears juvenile and domestic relations cases. Are Pittsburgh Court Records Public?
