Pennsylvania Asbestos License Lookup

Under the Asbestos Occupations Accreditation and Certification Act, Pennsylvania residents engaged in asbestos-related occupations must be licensed by the Department of Labor and Industry (PDLI). These asbestos-related occupations include building inspector, contractor (individual), management planner, project designer, supervisor, and worker.

A Pennsylvania asbestos certification issued by the PDLI is required for individuals who perform asbestos containment, while individuals who engage in asbestos removal must work under a certified asbestos contractor. All individuals except contractors must undergo an Environmental Protection Agency (EPA) approved training course from an Accredited Asbestos Abatement Training Provider to qualify for an asbestos license.

The PDLI and the Department of Environmental Protection (DEP) are the government bodies responsible for regulating abatement and asbestos-containing material (ACM) disposal. Another responsibility of the PDLI is reviewing and approving accreditation applications of asbestos training providers. The PDLI also lists all individuals certified to perform asbestos abatement work, accredited asbestos abatement training providers, and certified asbestos abatement contractors that inquirers can use to lookup relevant professional licenses.

Pennsylvania Asbestos License Lookup

In Pennsylvania, interested persons may lookup asbestos licenses through different listings provided by the Department of Labor and Industry (PDLI). The "Individuals certified to perform asbestos abatement work" listing may be used to conduct Pennsylvania asbestos licenses searches and review licenses issued to individuals. The "Certified Asbestos Abatement Contractors" listing provides the information of all contractors that have been issued asbestos licenses in the state. Although there are no provisions for searching on these listings, these listings may be viewed and skimmed using relevant information provided by licensees to look up an asbestos license.

Information provided on the "Individuals certified to perform asbestos abatement work" listing includes licensees' first name, last name, city, init, certification number, and asbestos class codes. The asbestos class code represents the types of asbestos work a licensee is certified to perform. This code ranges from 01 to 05. 01 represents worker, 02 represents supervisor, 03 represents project designer, 04 represents building inspector, 05 represents management planner, and 06 represents contractor (individual).

The "Certified Asbestos Abatement Contractors" listing contains personal and contact information on certified contractors in the state. This includes contractors' certification number, company name, phone number, company address, city, state, zip code, and license expiry date. All PDLI listings are updated daily.

Firms and individuals who are competent in performing asbestos inspection and preparation of management plans can be viewed through the PDLI listing for Individuals/Firms that Conduct Inspections/Prepare Management Plans. However, the information on these listings is provided voluntarily to the PDLI and may not reflect the current capability of individuals and firms indicated therein.

Asbestos License Renewal in Pennsylvania

In Pennsylvania, a contractor's asbestos license is valid for a year from its issuance. However, the validity period of an asbestos occupation certification coincides with the expiration date of the last EPA or PA training certificate received by the applicant. For example, if an applicant applies for an asbestos occupation certification on July 2, 2021, with a refresher training certificate issued on March 2, 2021, valid through March 2, 2022, then the renewed asbestos certification will be renewed would be valid through March 2, 2022. licensees would need to renew their license each year to continue to enjoy the privileges provided by an asbestos license.

The process and requirements for asbestos license renewal differ by asbestos licenses types. The Asbestos Contractor Certification Application (LIBI-613) form is used For renewing an asbestos contractor license. On the other hand, the Application For Asbestos Occupation Certification (LIBI-607) form is used for renewing an asbestos license for asbestos-related occupations. Keep in mind that, regardless of the type of asbestos license, applicants are required to include information regarding any enforcement action taken them in their renewal application. A section is provided for details of any enforcement action to be entered by an applicant. For the LIBI-607 form, a complete list of prior enforcement action, accounts of any terminated asbestos abatement activities, including the circumstances of termination, and copies of any reports complied by an enforcement agency would need to be sent along with the form for processing.

The LIBI-613 form is divided into eight sections that a licensee must fill to renew their asbestos license. Section 1 indicates the type of application and provides the applicant's Pennsylvania certification number. Since the form is used for both renewal and initial asbestos license application, an applicant must mark "Renewal" to indicate the type of application.

In section two, the contractor's information should be filled. This information includes the company's name, federal employer identification number, street address, city, state, zip code, telephone number, email, contact person, the contact person's title, and the type of the company. If any of the company's information is different from previously provided information, the applicant would need to submit a request to update the company information on company letterhead. Contractors that are currently certified to perform asbestos abatement in other states would need to tick "yes" on the last question in section two (2) and attach copies of their issued valid asbestos certifications or licenses.

In section three, the applicant must fill out the date, violation, regulatory agency, and description of enforcement action taken against them (if any). Section four is where the name and certification number of an applicant's employed certified contractor (individual) are filled out.

Section five is meant to be filled out by the PDLI; however, section six will feature information about any experience that the applying contractor has carrying out any asbestos abatement projects in Pennsylvania within the last 12 months. This information includes the name of the project/building, its complete address, the contact person's name, and their phone number. In section seven, all equipment that will be utilized by the contractor in executing asbestos abatement work will be listed. Below the equipment list, the landfills' names and addresses used in the disposal of asbestos must be provided. Finally, in section eight, the contracting firm's owner or corporate officer's name and signature should be provided, along with the date signed.

After completing the LIBI-613 form, the form, an application fee of $164.55 via check or money order made payable to the "Commonwealth of Pennsylvania", and any additional documentation can be mailed to the address provided at the bottom of the LIBI-613 form to complete the renewal process.

For renewal of an asbestos occupational certification, the required documentation includes a recent asbestos refresher training course certificate received by the applicant, a list of prior enforcement actions taken against the applicant (if any), a completed LIBI-607 form, and an application fee. An asbestos refresher training course certificate can be obtained at any accredited training provider after completing the refreshers courses of accredited disciplines. The course that an applicant should take is dependent on the type of asbestos occupational certification that they hold. For example, if the applicant wishes to renew an inspector asbestos certification, then an inspector's refresher course would need to be taken by the applicant.

Applicants with prior enforcement action taken against them should note that the PDLI may deny their renewal application. Provided, any of the preceding enforcement actions indicate that the applicant's abatement work may be performed in a manner that would endanger public health, safety, and welfare.

For applicants that have any enforcement action taken against them, the following should be submitted along with their application form:

  • A complete list of all prior enforcement action taken against the applicant, including all sanctions imposed by any jurisdictions, state, or federal court.
  • Descriptions of any asbestos abatement activity carried out by the applicant that was terminated before its completion as well as reasons for termination.
  • Copies of any report complied with any enforcement agency.

The LIBI-607 form consists of two pages; the first page is the main application, while the second page contains instructions on how to complete the application. The LIBI-607 form is used for both renewal and initial asbestos occupation certification application. The first page of the form is divided into six (6) sections. The first section is used for indicating the type of application. The second option, "Renewal" should be selected for renewal.

Section two is used by applicants to provide their personal data. These data include an applicant's first name, last name, middle name, suffix, street address, city, state, zip code, date of birth (MM/DD/YY), telephone number, email, sex, height, and eye color.

Section 3 is used to provide an applicant alternate mailing address. Section 3 can be filled out if an applicant wants their certification to be sent to a different address than the address listed in section 2. The address provided as an alternate mailing address would be printed on the applicant's license/ID card. The information that would be filled out in this section includes the applicant's individual/company name, mailing address, city, state, zip codes, telephone, and email. In Section 4, the applicant would fill out their employment information. The information that would be provided in this section includes the applicant abatement company's name, street address, city, state, zip code, abatement company, and telephone. The last question that would be asked in section four is if the applicant is a Pennsylvania state/federal employee, if yes the agency should be listed.

Next, in section five (5), the certification categories would be selected by the applicant. Note that, for applicants that work for more than one certified asbestos abatement company as a contractor (individual) an application must be completed for each employer. Lastly, in section six (6), the applicant would fill out their name, sign, and the date signed. The application fee can be paid via check or money order made payable to the Commonwealth of Pennsylvania. The appropriate fee is determined by the type of service rendered by the applicant. A list of all fees can be viewed through the PDLI fee schedule. However, federal and state employees are exempted from paying certification fees.

After completing the LIBI-607 form, the form, the applicant's recent asbestos refresher training course certificate, a list of prior enforcement actions taken against the applicant (if any), and the appropriate application fee should be sent to the address provided at the bottom of the LIBI-607 form to complete the renewal process. Management planners must include a copy of their inspector training certification with their application.

Pennsylvania Asbestos License Application

The application process and required documentation for an initial asbestos license application differ by the category of the asbestos license an applicant applies for. The LIBI-613 form must be completed for contractor certification, while the LIBI-607 form must be completed for other categories of certification. These categories include building inspector, contractor (individual), management planner, project designer, supervisor, and worker.

For a contractor certification application, the completed LIBI-613 form and the certification fee of $164.55 via check or money order made payable to the Commonwealth of Pennsylvania should be mailed to the address provided at the bottom of the LIBI-613 form. The LIBI-613 form must the marked as an "initial" application. Other steps for filling out the LIBI-613 form are detailed above (renewal of asbestos license).

For all other categories of certification, the applicant would need to provide a copy of their most recent EPA or PA-approved initial training course certificate and all refresher training certificates to date. These certificates can be obtained by finishing relevant asbestos initial and refresher training courses at an accredited asbestos abatements training provider. Management planners must also include a copy of their inspector training certificates.

Penalties for Handling Asbestos Without a License in Pennsylvania

Per section 9 of the asbestos occupations accreditation and certification act, persons found guilty of handling asbestos without a license in Pennsylvania can be charged with a third-degree misdemeanor for the first two violations. Upon conviction, the defaulter may also be sentenced to pay a fine of not more than $1000, serve a prison sentence of not more than 90 days, or both. For each subsequent violation, a defaulter commits a first-degree misdemeanor and, upon conviction, can be sentenced to pay a fine of not more than $2,500 and serve a prison sentence of not more than one (1) year, or both.
